The following are specific issues raised by you, and my comments:

(1)  Fairgrounds referendum:
I plan to vote "FOR RATIFICATION" on the Charter Amendment.  I do not have any particular connection to the existing fairgrounds site, not a flea market regular or a race attendee.  I did, however, have to endure the 2-1/2 day CPA examination in the metal building next door to the track while race cars were running practice laps.  I believe a vote  "FOR RATIFICATION" will send a message to the Mayor and the Council that if they want to make a change that impacts a significant asset of the city, that they need to do a better job in communicating the plan and disclosing the costs.  Supporters of the fairgrounds need to understand that although the charter amendment (if approved) raises the threshold for the council to approve changes to the fairgrounds, from 21 votes to 27 votes, it doesn't guarantee anything.  But, the message needs to be sent. Our current councilman, Parker Toler should be thanked for placing what may have been the deciding vote in stopping the current council's action on the fairgrounds. 

(2) Accepting money from PACS:
I have not accepted any money from PACs, political parties, 527 orgs, unions, or any other special interest group.  My web site has from its inception had a notation stating, "Corporations or PACS, please e-mail Treasurer@Tuttle4Council.com with planned contributions before sending, or include name and phone number so we may verify contribution before we accept it."  I have only met with one special interest group that I thought would be a match for our district. They did not see me as an automatic match for their interests.  No offer of contribution, no acceptance of contribution.  If I accept any money from such a group, I will disclose that fact and the amount so voters will easily see it.

The only special interest group I am interested in are the residents, property owners, tax-payers, business owners, and voters of the 4th district.

(3)  Speeding in neighborhoods:
This is an issue of respect for our fellow person.  There are some places where you turn off a 45 MPH road into a 30 MPH residential neighborhood, and drivers just fail to slow down.  We have to work with Metro Traffic and public works to come up with better solutions for certain neighborhoods and certain roads.

(4)  Street Lights out for extended periods of time:
I have reported to NES various street light outages (or lights cycling off and on) - all have been repaired to my knowledge.
